The City of Eudora (City) is seeking a qualified consulting firm for planning services under the Safe Streets and Roads for All (SS4A) program. Kansas Department of Transportation’s (KDOT) Work Category 161 – Corridor/Area Planning and Studies.

Description

SS4A – Planning & Demonstration Project – 12th Street Improvements is a USDOT-funded effort, grant agreement no. 693JJ32640050, City project no. 260101. Total project budget is $125,000. Stakeholders are the City of Eudora and the Lawrence-Douglas County (L-DC) MPO.

Twelfth Street is a local road that is increasingly being used as a minor collector. Residents of the neighborhoods on the west side of Eudora utilize 12th Street to reach schools, shopping, and K-10 Highway, as well as the neighborhoods on the east side of town. The street is challenging for motorized and non-motorized users, being hilly, narrow, and lacks curb & gutter or sidewalks.

The City partnered with the L-DC MPO, the Cities of Lawrence and Baldwin City, and KDOT to develop a Vision Zero Safety Action Plan (VZSAP). In addition, the City wishes to take a deeper dive with respect to 12th Street with Supplemental Planning and Demonstration activities to determine the best course for future improvements.

The knowledge gained from this project will inform the future implementation plan and an update of the LDC MPO Vision Zero Safety Action Plan.

Services to be completed under this agreement include, but are not limited to:

  • Project start meeting

  • Progress meetings

  • Public engagement

  • Review of crash data

  • Proposed strategies

  • Demonstration projects

  • Safety analysis

  • City Commission Meeting

  • Services determined to be important to the SS4A Program during scope of work meeting

Schedule and Deadlines

  • Proposals due by January 28, 2026

  • Consultant selection by February 6, 2026

  • Negotiations begin - February 9, 2026

  • Agreement executed - February 27, 2026

  • Notice to Proceed - April 1st, 2026

  • Planned Completion of Draft Planning & Demonstration Report - June 2027

  • Planned Completion of Planning & Demonstration Report - September 2027

Instructions for Technical Proposal

Note: No costs shall be contained in the technical proposal. Technical proposals will consist of the technical proposal and a completed and signed Special Attachment No. 9 (“Certificate of Final Indirect Costs”), a completed and signed Special Attachment No. 10 (“Tax Clearance Certificate”). All these forms can be obtained via mail to City of Eudora Public Works, Attn: Branden Boyd, P.O. Box 650, Eudora, KS 66025.

The main text of consultant’s technical proposal must not exceed six (6) pages (including cover sheets, indexes, etc.) to address the topics listed. Describe processes and procedures proposed by consultant to meet the project completion deadline listed above. Describe processes and procedures, included best practices, that will be used to perform the tasks and produce the deliverables described above under “Request for Proposal (Technical)”. Include in the technical proposal items such as:

  • Project manager/engineer in charge

  • History of projects with similar tasks

  • Availability of staff to meet schedule without overtime

  • Cost-effective or cost-reduction practices, processes or procedures used by consultants, if any
