Sealed bids for the Richardson Road At Old Lemay Ferry Improvement Project– CMAQ-5445(609), will be received by the City Clerk, Arnold City Hall, 2101 Jeffco Blvd., Arnold, MO 63010, until the above time. At said time and promptly thereafter, the bids will be publicly opened and read aloud. All bids shall be submitted in paper form.

The Scope of Work includes: The project includes the realignment of Richardson Road and the addition of a dedicated left-turn lane. In conjunction with these roadway improvements, a new precast concrete box culvert will be installed to replace the existing structure, the creek channel will be realigned, and a grade control structure installed. Pavement striping, traffic control, and other items are also included, as detailed in the Plans and Specifications.

All bidder questions must be received by 5:00 p.m. on Wednesday November 26, 2025. Any questions received after this time cannot be answered. Addenda will only be sent to plan holder and plan rooms.

All labor used in the construction of this public improvement shall be paid a wage no less than the prevailing hourly rate of wages of work of a similar character in this locality as established by the Department of Labor and Industrial Relations (Federal Wage Rate), or state wage rate, whichever is higher.

A bid security in the amount of five percent (5%) of the bid amount must accompany each bid, in accordance with the Bidders Checklist and Notice to Contractors.

The City of Arnold hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, businesses owned and controlled by socially and economically disadvantaged individuals will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin in consideration for an award.

All bidders must be on MoDOT’s Qualified Contractor List per Section 102.2 of the Missouri Standard Specifications for Highway Construction, 2024 Edition (https://www.modot.org/missouri-standard-specifications-highway-construction)including all revisions. The contractor questionnaire must be on file 7 days prior to bid opening.

Contractors and sub-contractors who sign a contract to work on public works project provide a 10-Hour OSHA construction safety program, or similar program approved by the Department of Labor and Industrial Relations, to be completed by their on-site employees within sixty (60) days of beginning work on the construction project.

The DBE goal for this project is 7%. There is no On the Job Trainee goal.

No 2nd tier subcontracting will be allowed on this project.

The City of Arnold reserves the right to reject any or all bids. The project will be awarded to the lowest, responsive, responsible bidder.
