PreBid Info:   A MANDATORY pre-bid conference will be held Tuesday, November 30, 2010, from 9:00 - 11:00 a.m. local time at the Douglas L. Smith Basin Treatment Plant at 10001 College Boulevard, Overland Park, Kansas 66210. The Owner will be available to escort all prospective bidders on optional field visits of up to three representative project sites, to be announced during the pre-bid conference, from 1:00p.m. - 3:30 p.m. on this same day. Bidders will be responsible for their own transportation to all field sites.

The work consists of the following: a. The existing Telemetry SCADA Monitoring and Control System shall be completely replaced and upgraded. New Telemetry control system hardware shall consist of redundant Telemetry Servers and Terminal Server (at the Middle Basin Treatment Plant Data Center), workstations, a centrally located Proficy Historian (at the County?s Administration Building Data Center), 36 remote telemetry units (RTUs), and other equipment. b. The remote telemetry sites include Treatment Facilities, Peak Excess Flow Treatment Facilities, and Pump Stations, including five existing sites with no Telemetry system equipment currently installed. All remote site cabinets shall be replaced with 316 SS NEMA 4X cabinets housing all new telemetry and communications system equipment. c. The telemetry control system shall operate on a Windows based operating system and Proficy HMI/SCADA ? iFIX software platform for monitoring, control, data collection for historian, and trending. d. Replace and test existing instrumentation with duplex pump controller and probe equipment at selected remote sites. e. A new radio communications network for telemetry data transport consisting of redundant master radios with controller, redundant repeater radios with controller, remote site radios (selected sites with redundant radios), as well as tower infrastructure, antennas, antenna cabling, lightening protection, and other equipment. f. A new centralized Proficy Historian Server at the Johnson County Administration Building. The Historian shall collect data from Telemetry Servers, Blue River plant, Middle Basin plant, Mill Creek Regional plant, and Nelson Complex. Materials management (CMMS) and Laboratory Information management (LIMMS) data shall be integrated into the Historian database. g. Cutover from existing Telemetry SCADA and radio communications system to these new systems with minimal operational impact. h. Witnessed system testing at the factory and at each remote site shall be performed. i. System training shall be provided to the Owner?s staff. j. Spare parts and test equipment shall be provided to the Owner?s staff.
