I. INTRODUCTION

The City of Manhattan, Kansas (“City”), is requesting proposals from experienced and capable sign vendors to provide comprehensive signage services for its Parks and Recreation Department. These services include design, fabrication, and/or installation of a wide range of signage used throughout parks, trails, recreation centers, cemeteries, special events, and facilities.

The City intends to award a contract, renewable annually for up to five years, based on performance, pricing, and budget availability. The purpose of this procurement is to establish a dedicated vendor partnership that provides consistent branding, improved response times, reliable quality, and cost-effective production of signage.

V. TIMETABLE

The anticipated/desired project schedule is as follows:

* January 10, 2026 Begin advertising RFP

∗ January 20, 2026 Questions due to the City by 12:00 PM

∗ January 22, 2026 Responses to questions posted to the Drexel website

∗ January 28, 2026 Vendor submissions due by 12:00 PM

∗ January 30, 2026 Successful Vendor Notified

∗ February 6, 2026 Negotiate final contract – scope and terms

∗ February 17, 2026 City Commission approves Contract

VI. QUESTIONS

Questions concerning this project should be addressed in writing to Alfonso Leyva, Parks Planner II at alfonso.leyva@cityofmhk.com. Questions must be received by 12:00 PM, January 20, 2026. Clarifications to the RFP and responses to all questions will be addressed in an addendum issued by the City on the Drexel Technologies website by January 22, 2026. No interpretation made to any respondent regarding the meaning of the RFP shall be binding upon the City unless set forth in writing and distributed via addendum by the City.

XI. DIRECTIONS FOR SUBMISSION

Interested vendors must provide five (5) written copies and one (1) electronic copy of the submission no later than the above time, to the following address:

Proposal submissions shall be enclosed in a sealed envelope clearly marked “Dedicated Sign Vendor Services—RFP.” The City will not accept oral submissions, or copies received by telephone, or facsimile machine. All submissions received after the deadline will not be opened.
