Sealed bids for the Water Main Improvements Hwy 64-40 Phase 3 (hereinafter “Project”) will be received by the Public Water Supply District No. 2 of St. Charles County, Missouri (“Owner”), until 2:00 pm CST, on Tuesday, December 2nd, 2025, at the Owner’s office, 100 Water Drive, O’Fallon, MO 63368. There will be a pre-bid meeting at 10:00 am CST, on Tuesday, November 11th, 2025, at the Owner’s office.

The Scope of Work includes the installation of approximately 9,517 linear feet of 30-inch non-restrained ductile iron water main and 1,605 linear feet of 30-inch restrained ductile iron water main. The project also includes four 42-inch steel casing pipes totaling over 800 lf installed by jack-and-bore methods, with two bores extending through rock, and approximately 1,070 linear feet of 36-inch fusible HDPE installed by horizontal directional drilling under Peruque Creek.


All associated fittings, hydrants, and appurtenances necessary to provide a complete and functional water main system are included.

Bid security in the amount of Five percent (5%) of the bid amount must accompany each bid, in accordance with the Instruction to Bidders.

Wages shall be paid to each employee engaged in the work at a rate not less than the prevailing rate of wages for the particular trade or occupation, as issued by the Missouri Department of Labor and Industrial Relations.  The Contractor shall be responsible for complying with the prevailing rate of wages for St. Charles County, Missouri.  The Contractor shall be responsible for complying with Missouri Immigration Laws, and must submit the Work Authorization Affidavit with Bid.  Contractor shall provide a ten hour Occupational Safety and Health Administration (OSHA) construction safety program for its employees working onsite on the project, as described in Section 800.

THE OWNER INTENDS TO AWARD THE CONTRACT TO THE MOST RESPONSIVE, RESPONSIBLE BIDDER SUBMITTING THE LOWEST BID.  THE OWNER RESERVES THE RIGHT TO REJECT ANY AND ALL BIDS, AND TO WAIVE ANY INFORMALITIES NOT INVOLVING PRICE, TIME OR CHANGES IN THE WORK IN THE BEST INTEREST OF THE OWNER.
