1. PROJECT SCOPE

The total scope of this project includes all general construction as shown on the Drawings and as described herein.

2. BIDDING DOCUMENTS

Bidding Documents are available in digital format in the online Project Plan Room hosted by Drexel Technologies: projectbids.drexeltech.com. Follow the instructions to receive a complete set of Drawings and Project Manual in PDF format. There will be a one-time charge of $65.00 for downloads, including addenda and change notifications. Only complete sets of documents will be issued. Partial sets are not available.

3. VISITS TO SITE

Each bidder shall visit the site of the work and tour the facility as part of the Pre-Bid Conference.

4. PRE-BID CONFERENCE

A pre-bid conference will be conducted for all bidders, consisting of a brief tour of the building, and a question and answer period. Attendance at the conference is strongly encouraged. The pre-bid conference will be conducted in accordance with the following:

Place: Attendees shall sign in and gather in the main lobby of The Warrensburg Community Center at 445 E. Gay Street, Warrensburg, Missouri. Parking is available in the parking lot.

5. BIDDING PROCEDURES

Bids shall be submitted in accordance with the "Instructions to Bidders." Each bid shall be accompanied with a Bid Security consisting of a Bid Bond, certified check, or cashier's check from a solvent bank in the amount of 10% of the Base Bid.

Bid Security shall be made payable, without condition, to Warrensburg Parks Board.

Enclose the Bid Proposal Form, along with the required Bid Security, in a sealed opaque envelope, bearing the legend:

Bids may not be withdrawn or canceled for thirty (30) days after the opening time of bids.

6. CONTRACT

The Construction Contract shall be the American Institute of Architects, A-105, 2017 edition, Standard Short Form of Agreement between Owner and Contractor. A draft copy is included in the Project Manual for review. It will be completed by the Architect when the Bid is Awarded.

7. PERMITS AND FEES

Contractor shall secure and pay for all licenses in connection with the work. The City of Warrensburg has advised that no plan review or permit fee will be required for this Project. Sales taxes will not be required on materials and products when purchased as described in Paragraph 9.

8. PURCHASE OF MATERIALS AND PRODUCTS

Materials and products purchased specifically for this Project are not subject to sales taxes when obtained in accordance with Senate Bill 477. Contractor will be provided a specific Project Exemption Form as well as a copy of the Owner's current Missouri Tax Exemption Letter for use in making purchases relative to this project. Any contractor purchasing tangible personal property and materials to be incorporated or consumed in the construction of this project exclusively shall present these documents to material suppliers as authorization that the items may be purchased on a tax-exempt basis. Suppliers shall execute invoices bearing the Owner's name and the project identification number to the purchasing contractor, who shall retain them for a period of five years. All invoices are subject to audit.

9. PROJECT COMPLETION DATE

Contractor shall state in its Bid Proposal the number of calendar days required to complete the Work following the Notice to Proceed. The time for completion stated by the Contractor and accepted by the Owner shall be considered as reasonable by all parties, and shall account for usual circumstances affecting construction in the vicinity of the Project, including the availability of labor and materials and normal climatic conditions. The time for completion shall pertain to the Date of Substantial Completion and procurement of a Temporary Certificate of Occupancy.

Final completion shall include the completion of all punch lists, the delivery of all warranties, lien waivers and any other documentation or conditions required by the Contract. Final completion shall be determined by the Owner and Architect.
